All parameters optional.
- x: Length of the block. (ind for indefinitely, otherwise length for temporarily)
- r: Reason for the block. (v for vandalism, vp for vandalism to p, pa for personal attacks, s for spam, 3 for 3RR on p, o for other)
- o: Another reason for the block.
- p: Page block is based on.
